ORCHARD PARK, N.Y. -- A concussion that has kept quarterback Kevin Kolb sidelined since August, cost him his job with the Buffalo Bills. Without going into detail, general manager Doug Whaley announced Tuesday the team released Kolb after he failed a physical. The move came shortly after the start of the NFLs free agency period and a few days before Kolb was due a bonus as part of the two-year contract he signed with Buffalo in April. Now there are questions whether Kolbs career might be over after he sustained what was at least his third concussion in seven seasons. The latest occurred during the first quarter of a 30-7 preseason loss at Washington on Aug. 24, when Kolb was kneed in the back of the head at the end of a scramble. Diagnosed with concussion-like symptoms, Kolb was placed on injured reserve a week later and spent much of the season recovering at his home in Texas. The Bills were Kolbs third team since being selected in the second round of the 2007 draft by Philadelphia. A concussion in 2009 resulted in Kolb losing the starting job to Michael Vick in Philadelphia. He then spent two seasons in Arizona, where he failed to secure the starting job because of an assortment of injuries. Buffalo signed Kolb to provide veteran experience and leadership behind rookie starter EJ Manuel. The Bills made two moves in free agency by re-signing veteran kicker Dan Carpenter, who signed a four-year contract, and tight end Mike Caussin. Carpenter returns to Buffalo after what proved to be a successful one-year tryout as an injury replacement after rookie sixth-round draft pick Dustin Hopkins hurt his groin six days before the season opener. The sixth-year player proceeded to enjoy a career year. Carpenters 33 field goals were a career high and tied the Bills single-season record set by Steve Christie in 1998. Carpenters return leaves Hopkins future uncertain. Carpenter was so eager to re-sign with the Bills that he, his wife Kaela and son Colby arrived at the teams headquarters to complete negotiations after travelling from his home in Florida on Tuesday. Under NFL rules, Carpenter was not allowed to re-sign with Buffalo before free agency began because he had signed a one-year deal at the league veteran minimum. "I dont think we would have got on the plane if we didnt think there was a future here in Buffalo," Carpenter said. "For us, it was a no-brainer to come back to Buffalo. We were comfortable and loved it here last year." The signing ends what was a tumultuous stretch for Carpenter, who took a circuitous route to Buffalo after spending his first five seasons with the Miami Dolphins. Carpenters contract was terminated by the Dolphins in mid-August, and he failed to land a job in two brief stints with Arizona and the New York Jets. Carpenter was on his way for a tryout with Cleveland before making a detour to Buffalo. "To be able to go back somewhere and be wanted is where you would like to go," he said. "Youre very fortunate in this league for that to happen." A 2009 Pro Bowl selection, Carpenter provided Buffalo a veteran and dependable presence. He hit 33 of 36 field-goal attempts, including 29 of 30 from inside 50 yards last season. With a 91.67 per cent success rate, Carpenter fell just short of breaking Rian Lindells single-season record of 92 per cent (23 of 25) set in 2006. And Carpenters 131 points ranked third on the Bills single-season list. Overall, his 160 field goals since 2008 rank fourth among kickers during that span. Caussin returns after he was eligible to become a restricted free agent, and despite missing the past two seasons because of injuries. He was sidelined last season with a hip injury sustained early in training camp, and missed 2012 because of a knee injury. Caussin had five catches for 41 yards in six games, including two starts, with Buffalo in 2011 after being promoted off the teams practice squad. He broke into the NFL with Jacksonville in 2010 as an undrafted free agent, but did not play a game with the Jaguars. MARRAKECH, Morocco - Defiantly declaring that FIFA is no longer in crisis, Sepp Blatter said Friday the decision to hold the next two World Cups in Russia and Qatar wont be revoked and the governing body will publish a confidential probe into the process that picked those countries as hosts.The decision by the FIFA executive committee to publish ethics investigator Michael Garcias report, with witnesses names taken out, is aimed at lifting the cloud of suspicion that has dogged the 2018 and 2022 tournaments in Russia and Qatar and the December 2010 vote that sent the World Cup to those countries for the first time.Blatter said only if major new evidence of bidding irregularity comes to light could those votes be reconsidered.There is no reason to say that our decisions were wrong. So we will go on sticking to our decisions, Blatter said, speaking through a translator. There must be huge upheaval, new elements must come to the fore, in order to change this.The 78-year-old Blatter, who is seeking a fifth term as president, said the decisions by the FIFA executive committee will allow the governing body to move on from four years of controversy.We have been in a crisis, Blatter said. The crisis has stopped because we again have the unity in our government.All 25 voting members of the executive committee, including three of them placed under investigation by Garcia before he suddenly resigned in protest this week, agreed that the findings of the American lawyers two-year probe into the 2018 and 2022 voting should be published, Blatter said.That will happen after the investigations that Garcia initiated into those three people and two others are concluded, he added. EDMONTON -- Oilers general manager Craig MacTavish feels optimistic about his teams future despite a last-place finish in the Western Conference standings. MacTavish gave his head coach a vote of confidence Tuesday and said while its hard to determine where the team is in its development stage, he feels most of the "heavy lifting" has been done. "Were closer to the end in my mind than we are to the beginning in terms of the development of this team," MacTavish said Tuesday at a season-ending media availability. Expectations were higher in Edmonton this season but the team struggled from the start and finished with a 29-44-9 record for 67 points, good for a 28th-place finish in the 30-team league. There were a few bright lights for the Oilers. Taylor Hall had a strong year with 80 points in 75 games and fellow forwards Jordan Eberle and Ryan Nugent-Hopkins had productive campaigns. Defensive woes were a constant problem. The Oilers struggled on the blue-line and between the pipes, allowing a league-worst 270 goals. MacTavish has no plans to add anything "middle of the road" to the current defence core and feels the teams younger players can fill those positions. He does plan to target a high-end defenceman in the off-season. "We need a few pieces that can really move this thing along," said MacTavish. The GM added that Eakins -- who completed his first season as an NHL head coach -- has a bright future with the team. "Im convinced this guy is the right coach to lead us into much more successful times ... hes relentless," MacTavish said. "I was looking down at my papers for the next line combination, and the boys tell me I missed the save of the year," Buffalo interim coach Ted Nolan said. "He was really good." But to what extent does all this extra play time affect the officials? How much do they feel the physical and mental fatigue caused by a game heading into its second or third overtime period, and is this related to the perception - real or imagined - that officials tend to "swallow their whistles" in OT? Aside from enhancing the entertaining value of the game another upside of sustained action was that players gave and received hits with less likelihood of retaliation and scrums developing. On occasion I wore a heart monitor and during three to five minute runs without a whistle the readings would be sustained between 165-175 bpm. By comparison the highest my heart rate ever got in the two referee system was 98 bpm. There should be no reason (in the two-ref system) where physical fatigue might negatively impact the decision making process for an official regardless how many overtime periods are played. The mental aspect of a referees performance is a whole different kettle of fish! While players dont want to become the "goat" by making a bad play or mistake, the referees internal struggle is all about rendering a decision that might be perceived as a game ending bad call. (You notice I said perceived.) The best remedy in dealing with this pressure is for the official to maintain a rock solid focus of concentration by remaining in the moment and react to call penalties whenever they occur. Once a ref stops refereeing and puts his whistle away he becomes a spectator instead of an enforcer of the playing rules. Each referee can feel intense pressure to make sure any call he makes is viewed as a "must call" in the late stages and overtime. The referees best work is done well in advance of the late stages of a game by maintaining the expected standard of enforcement and to keep the players in check throughout the entire game. If the referee chooses to turn his whistle into a fossil the worst thing he can do is upset the apple cart with a penalty call that doesnt have a direct bearing on the play or is of less quality than what he previously has let go. We saw a prime example of this with fewer than two minutes remaining in Game 4 of the Habs-Lightning series. While it is difficult to deny that the trip by Cedric Paquette on Michael Bournival was a legitimate foul, given the countless infractions that were not penalized, the referee(s) were subjected to justifiable ridicule for calling a trip in the corner of the rink at that time of the game. It is important to note there have been some real solid performances by the zebras in games thus far. The officials we notice most however are ones that stop refereeing the game and employ a standard of enforcement that resembles shifting sand. This isnt a result of fatigue; physical or mental. There is an answer to this dilemma. The referees have to be given clear direction by the Officiating Management to know and maintain the expected penalty throughout the entire game. In this regard the officials need to be better coached and held accountable when the expected standard is not met. Finally, when the officials do the job and make the tough calls they need to know they will be supported.
